Probably not. Mainly because The Rani has been rumoured to appear in S6.

I wouldn’t be surprised if it’s another Master-less season.

I think the copyright owners/creators of The Rani don’t want her reinvented though. I read that somewhere when I was trawling for spoilers a bit back. 

I may be wrong though. 

I kind of don’t want them to reinvent her, I loved her the way she was.

Fairly certain that the BBC still owns all the rights to anything Doctor Who, be it characters, costumes or otherwise. Technically, the writers can do whatever they want. :p

The Sewwy is correct. The Rani = property of the BBC.
